A member of the Eisenhower Fellowship Board and an associate of the Arbitrators and Mediators Institute of New Zealand, he is also a trustee of the Antarctic Heritage Trust and the Rotorua Museum Centennial Trust.

Raised in Rotorua, Paul was educated in Auckland where he gained his law degree. Awarded the Du Pont Fellowship, he went on to study law at the University of Virginia in the United States. He became a Queen’s Counsel in 1995.
